KVINTA L5 for Government Agencies
TRACK & TRACE INFRASTRUCTURE FOR NATIONAL
IMPLEMENTATION, BUILT ON A PROVEN PLATFORM
Kvinta L5 gives government agencies a ready-made Track & Trace layer for product traceability, market control, regulatory reporting, and anti-counterfeit enforcement — without a blank-slate build.
The platform is Kvinta’s existing Serialization and Traceability core, already running in regulated markets across the world. From the hardest traceability domains to lower-complexity industries: strict validation, aggregation logic, audit requirements, and continuous regulatory reporting. Implementation and operations can be supported by 3KEYS, a consultancy specialized in serialization and Track & Trace, with hands-on experience in regulated rollouts.
The service covers:
PERFORMANCE
CENTRAL REPOSITORY
TRACEABILITY LOGIC
REGULATORY WORKFLOWS
CONTROLLED DATA SHARING
INTEGRATIONS
SECURITY AND GOVERNANCE
Participants connecting into this layer:
MANUFACTURERS AND CMOS
DISTRIBUTORS AND LOGISTICS PROVIDERS
IMPORTERS
INSPECTORS AND CUSTOMS AUTHORITIES
MAHS AND PRODUCT OWNERS
AI in L5 for Government Agencies
At national scale the question changes. It is no longer what happened to one pack, but which patterns across the whole dataset warrant attention — and which of them will still hold when someone is asked to justify acting on them.
AI IN L5 OPERATES IN AN ADVISORY CAPACITY ONLY
It surfaces, ranks and explains. It does not decide, does not act, and does not close a case. Every determination remains with the authorised officer, and every finding is presented as something to be examined rather than a conclusion to be accepted.
ASK YOUR DATA. Plain-language questions across national serialization data. Every answer resolves to the underlying events, so a finding can be independently verified against the record rather than taken on the system's word.
ANOMALY MONITORING. Patterns and outliers surfaced across markets, product categories and participants, each with the evidence that produced it and the reason it was flagged. Ranked for review; not triaged into action.
REPORTING SUPPORT. Recurring statistical and operational reporting assembled from validated data for an officer to examine, amend and issue. Nothing is issued or published by the system.
WHY THE CEILING IS DELIBERATE
An AI finding in a national traceability system may end up behind an enforcement action against a company. That finding must be explainable to a court, an auditor or the participant it concerns — years later, by someone who was not present when it was generated.
So the design constraint is evidentiary rather than operational: every output is reproducible, traceable to source data, and accompanied by the reasoning that produced it. A flagged pattern is a prompt to investigate. It is not a determination, is not evidence in itself, and is never the basis of an action taken without human judgement.
