The reason for this is the high prevalence of counterfeit goods circulating in the market. The illegal turnover of goods has a significant impact on the state’s losses in taxes and excise, as well as on the health and safety of consumers. The EU Tobacco Products Directive (TPD) established mandatory serialization of products for manufacturers starting from 2019 and from May 2024, all other actors in the supply chain, including wholesalers, distributors, and retailers, must verify the authenticity of the unique identifier and report the movement of the tobacco products through the supply chain. The TPD requires the implementation of a unique identifier (UI) and tamper-evident packaging for all tobacco products sold in the EU. The UI is a code that enables the identification and authentication of individual packs of tobacco products, and it must comply with the GS1 standard. This information is then stored in a central repository maintained by each EU member state. However, this repository is not exclusively dedicated to tobacco products and may be used for other purposes as well. The regulation is complex and controls not only Tracking and Tracing but also cross-border sales within EU, advertising, promotion, etc.

Tobacco products were among the first to be serialized in Russia, covering all types including alternative tobacco products. The labeling requirements were introduced in 2019 and are currently in place for for cigarets, tabacco and alternative tabacco products. Regualtion is rather strict and complex and continues to update. The next phase involves bringing tobacco sticks and vaping liquids into scope. The labeling system in Russia is designed to ensure full traceability down to the pack level throughout the supply chain, with the aim of reducing the risk of counterfeit products entering the market. The system uses unique codes that are placed on each pack of cigarettes or other tobacco products, allowing them to be tracked and traced from the point of manufacture to the point of sale.

Traceability of goods in Uzbekistan is a part of Eurasian Economic Union (EAEU) international project and the regulation of all its members is quite similar and rather strict for tobacco industry. Serialization of Tobacco products in Uzbekistan is mandatoiry from 1 January 2021 with a primary focus of the regulation on a large number of small businesses, including those that import illegally. The serialization program requires all types of tobacco products to be labeled, with the next phase planned to bring tobacco sticks and vaping liquids into scope.
The serialization program mandates the reporting of key traceability events to ASL Belgisi, including serialization reports, aggregations, importing notifications, invoicing code reporting, manufacturing process rejections, and withdrawals. The deadlines for compliance vary depending on the types of products. By 1 June 2023, reports on all certain events with serialized products, including changes of ownership and retail sales, must be provided to ASL Belgisi.
