Serialization and Track&Trace regulations are often introduced to combat this issue, but the number of countries implementing these measures remains low. Water production typically involves numerous contract manufacturing organizations (CMOs) with high-speed production lines. Large volumes of production and usage of various materials and consumer package form factors presents significant challenges for manufacturers and distributors when implementing Serialization and Track&Trace measures to ensure compliance and protect consumers.

As a manufacturer, your company has to request unique identifiers (UIs), receive them, and apply them individually to every product you produce. This is called serialization. All UIs can be aggregated and disaggregated according to the different packaging levels applicable to your industry. The Russian market for packaged water consists mainly of domestically produced products, with imports comprising only 2-4% of the market's total value. Serialization requirements for packaged water were implemented on December 1, 2021. The only distinguishing feature of this product category in Russia is the extended transitional period with volume-varietal invoicing, which commences on November 1, 2022. Individual serial numbers will only be required on invoices starting from March 1, 2025. Extended timelines are intended to provide businesses with more time and reduce the burden for those implementing track and trace solutions. Retail sale reporting for packaged water will begin on March 1, 2023. The traceability regulation of water uses the best practices from other product groups and is not specific in comparison with them.

The market for packaged water and juices in Uzbekistan has been growing in recent years, driven by factors such as increasing urbanization, changing lifestyles, and a growing middle class. The market is dominated by local brands. Serialization of water and drinks in Uzbekistan is going to start 1 July 2023 and is pending finalization of regulations. The regulation closely folow those for other industries and not too complex. The national traceability system, Asl Belgisi, is offering free codes for non-sparkling water produced locally in PET packages that are 0.5 liters or smaller. The implementation roadmap varies depending on the product type and package type (PET/metal), as well as the participants in the supply chain (manufacturer, importer, wholesaler, and retailer). The main milestones include serialization, reporting aggregation for import and sale purposes, realization of balances, and reporting codes in invoices.
