La Directiva de Productos de Tabaco de la UE (DPT) estableció la serialización obligatoria de los productos para los fabricantes a partir de 2019 y a partir de mayo de 2024, todos los demás actores de la cadena de suministro, incluidos los mayoristas, distribuidores y minoristas, deben verificar la autenticidad del identificador único e informar el movimiento de los productos de tabaco a través de la cadena de suministro. La DPT requiere la implementación de un identificador único (UI) y un empaquetado a prueba de manipulaciones para todos los productos del tabaco vendidos en la UE. La interfaz de usuario es un código que permite la identificación y autenticación de paquetes individuales de productos de tabaco, y debe cumplir con el estándar GS1. Esta información se almacena en un repositorio central mantenido por cada estado miembro de la UE. Sin embargo, este repositorio no está dedicado exclusivamente a los productos del tabaco y también puede utilizarse para otros fines. La regulación es compleja y controla no solo el seguimiento y rastreo, sino también las ventas transfronterizas dentro de la UE, la publicidad, la promoción, etc.

Los productos de tabaco fueron de los primeros en ser serializados en Rusia, cubriendo todos los tipos, incluidos los productos de tabaco alternativos. La trazabilidad de los productos en Uzbekistán es parte del proyecto internacional de la Unión Económica Euroasiática (EAEU) y la regulación de todos sus miembros es bastante similar y bastante estricta para la industria tabacalera. La serialización de los productos de tabaco en Uzbekistán es obligatoria a partir del 1 de enero de 2021, con un enfoque principal de la regulación en un gran número de pequeñas empresas, incluidas las que importan ilegalmente. El programa de serialización requiere que todos los tipos de productos de tabaco estén etiquetados, con la siguiente fase planificada para incluir los palitos de tabaco y los líquidos de vapeo.
